There was a unique incident. The Physical Construction of Pontianak City Central Market project worth IDR 67 billion a few months ago, was cancelled due to double VAT. As an impact of the auction cancellation, the auction committee was called by the West Kalimantan Regional Police. As a result, there must be a re-auction.
It was revealed in the discussion of Anti-Corruption Network organized by Gemawan association. The theme was “Strategy for Strengthening Civil Society Capacity in Monitoring the National Strategy (Stranas) for the Prevention and Eradication of Corruption (PPK) and PPK Regional Actions in Pontianak”, located at Hotel Santika Pontianak, Thursday (30/06/2016).
“As soon as the tender of Central Market was cancelled, the auction committee was immediately called by the West Kalimantan Regional Police,” Ir. H. Edi Rusdi Kamtono MM MT, the Deputy Mayor of Pontianak, said while opening Gemawan event with Pontianak City Government officials related to the procurement of goods and services.
He stated that there is unintended corruption, the impact of the weakness of neglectful human resources (HR).
“The example is the work package of Pontianak City Central Market worth IDR 67 billion. Its auction was cancelled. The committee and consultants made double VAT,” H. Edi Rusdi Kamtono stated.
Value Added Tax (VAT) is a tax charged on any added value of goods or services in the distribution from producers to consumers or charge free or gifts. VAT is an indirect tax because the tax is paid by another party as a collector who is not a tax bearer.
“The failed action of the Central Market cannot be blamed on the bidders or the provider company for goods and services. The reason for the failure was because the VAT calculation was double. It can be called as markup or inflated. The regulation is that unit prices cannot be changed,” H. Edi Rusdi Kamtono said.
He explained that the city of Pontianak is eco-friendly, supported by a clean government. (Mah-Gemawan)
