A typical meeting of “Kampung Meeting” became a place for village spatial map verification, a result of participatory mapping of villagers with Gemawan association. The Village Government (Pemdes) of Dusun Besar, Maya Island District, North Kayong Regency (KKU), immediately coordinated with the Village Consultative Body (BPD) of Dusun Besar in order to prepare a draft of Village Regulation (Perdes) for Spatial Planning for Dusun Besar Village.

“The result of Dusun Besar village spatial map which was the result of participatory mapping of community, village officials, and assisted by Gemawan association mapping team, will immediately be discussed with BPD. It aims to compile a draft of Perdes on Village Spatial Planning,” Yusniardi, Village Head (Kades) of Dusun Besar said, Tuesday (22/06/2016).

He stated that Law number 6 of 2014 (UU 6/2016) on Village was born to bring very significant changes to villages. One of the mandates which has to be implemented is the Village Spatial Map.

“In advance, on behalf of Dusun Besar Village Government, we would like to express our deepest gratitude to our friends in Gemawan who never stop assisting us. Regarding the result of the mapping that we have done together, it definitely is an honor for us. This is because of all the villages in North Kayong Regency, it is hoped that Dusun Besar village will have a Village Spatial Map in the future,” he convinced.

Kades Yusnardi acknowledged that it was the result of a joint struggle between village community and Gemawan association. “From the Village Government of Dusun Besar Village, we highly appreciate this synergy,” Yusnardi said.

The District Officer Head of Gemawan in KKU (North Kayong Regency), Agus Budiman, on behalf of Gemawan Association, expressed his gratitude to the Village Government of Dusun Besar, BPD, as well as the community who participated in assisting the work of Gemawan in Dusun Besar village.

“It is an honor for us that we can meet again. This meeting is a follow-up meeting to the previous one, as a joint effort to encourage community participation in the preparation of Village Spatial Planning, in line with the implementation of Law 6/2014 on Villages,” Agus Budiman, usually called Bung Joy, stated.

He explained that the elaboration of the mapping result verification will be facilitated by the Staff of Gemawan Geographic Information System (GIS) /Mapping, Welly Arma.

“I will facilitate the points regarding the mapping that we have conducted together. The map presented is a form of participatory mapping result carried out by the community of Dusun Besar village, taken together with the team of Gemawan using GPS. Each mapped area is proceeded into several categories and sections on the contents of this map,” Welly Arma explained.

Some parts in the map description are presented based on the SHP (shapefile) made in colors on different contents of the map. Village borders are centric and sensitive areas in mapping. However, for West Kalimantan Province itself, the only regency which has completed its village borders is North Kayong Regency.

“We have previously coordinated with related institutions regarding village borders too. As a result, we take the border SHP based on the SHP map of the regency for Dusun Besar village. So, there is no change for the village borders and it is in line with the SHP of the village administration of North Kayong Regency,” Welly Arma said, while explaining the outspread map with all the attributes in it.

In a small rectangle shape drawn on the map, the residential areas where the coordinates of each resident’s house taken are marked in large numbers on the residential areas in black.

Meanwhile, the road for community business activities in the management of fish products is attached with a black straight-line symbol. As previously, in taking the coordinates of the embankment road, the track method (on foot) was used to take the coordinates, to make it easy to calculate the length of the embankment road.

For the category of village axis road as well as community traffic roads, it was also taken using the same method as the coordinates on the embankment road. It is denoted as the “N” shape in the map legend appendix with a red shape.

The blue one with a crooked line, which is a river where the activities of the fishermen’s flow are taking place, was the main access when this village was founded. The coordinates were taken by the previous village mapping partners.

The overlay of green color with a very wide area surrounding other areas, is the forest included in Dusun Besar village area. It is natural wealth of the village community which is also a border between the Dusun Besar village and other villages.

The participatory mapping teammates previously took the community’s plantation area, one of which was the Jabon garden in a capacity number that was not too big colored in light green in the map space. Furthermore, also close to the surrounding area, the community’s plant is a chili garden which is colored orange on the contents in the map.

The map color area with the second largest expanse of forest area colored in chartreuse green, is a mixed community garden. “It means that in this mixed garden, we cannot categorize the type of plant because it contains various kinds of community plants, such as various types of commodity products that grow,” Welly explained.

In the mixed garden with color almost resembles the mixed garden area, coconut plantation is also one of the village agricultural commodities. Meanwhile, the red area is land that has no activity or vacant land in the villagers’ residential areas.

In taking the coordinates of the previous mapping, the participatory mapping teammates did not forget to take the area with the rich ecological sources of marine products such as shrimp and crabs which was very dominant on the bank of the village mangroves.

This condition is beneficial for fishermen in the process of searching for marine products. The ecological resource is also mapped in a small rectangular image on the edge of the village borders with the sea in dark yellow.

There is a Muslim cemetery area which we also mapped with a small rectangular image in brown which is located near the residential areas of the village community. Then, there are educational facilities that are processed based on coordinates, in a small rectangular image in purple.

“The explanation is a description of various vegetation areas in the presented village map. It cannot be separated from all the things in the village to be attached in the making of village spatial plans. We will also make improvements based on the verification result conducted this time so that it fits the sketch of Dusun Besar village,” Welly Arma said.

The recommendation and follow-up plans for “Kampung Meeting” led to an area designation based on the Decree of the Minister of Forestry number 733 of 2014 concerning village forests.

Then the numbers in each area according to its designation is compiled in the table, such as the total area of agriculture, coconut plantations, and others. The swallow buildings are shown on the village map.

The public facilities in the village, such as schools, mosques, village offices, PLN, Polindes, and football fields are also shown on the village map. Vacant land to become food and plantation land needs to be included in the description on the village map. *
